note is stream cipher encrypted with symmetric key key, derived from shared key[^1].
key = hash(sharedSecret, ephemeralKey)
$sharedSecret = ephemeralSecret * publicKey$ where publicKey is recipient public key. based off diffie-hellman shared secret.
