Bulla
Similar to the payment coin, bulla is EC field element commitment to: (proposerLimit, quorum, $approvalRatio{quot}$, $approvalRatio{base}$, tokenId, $pub_x$, $pub_y$) with blinding factor $blind^{bulla}$
